Car Transporter Management Initiative approved at Bruntingthorpe Proving Ground

C Walton Limited, one of the UK’s leading car fleet management operators, has been granted permission for a Car Transporter Management Plan to become effective at former USAF base Bruntingthorpe Proving Ground in Leicestershire.

At a planning committee meeting, held by Harborough District Council on 14 January 2020, a transporter “Operational Plan” was approved unanimously by local Councilors.  

C Walton Ltd has developed into a leading UK fleet management company and it operates vehicle management facilities in Leicestershire, Cambridgeshire and Nottinghamshire.

The operations at Bruntingthorpe Proving Ground currently support in excess of 850 jobs on site with a £29m annual wage bill. An estimated 300 jobs are also indirectly supported in the local economy. The company’s significant growth in recent years has increased the number of transporters on the local road network.

C Walton Ltd carried out pre-application consultation with the local community to explain the rationale behind replacing a condition dating from 2001 with an Operational Plan to manage the impact of increased transporter movements on the locality and secure the future of jobs on site.

The Operational Plan includes a routing agreement to keep HGV transporters off local B roads as well as introducing a complaints procedure for locals and, punitive disciplinary measures for errant drivers.

Leicestershire County Council Highway Authority advised that the existing activities can continue to be accommodated and the highway impacts will be neutral.
